Animated flag / header + help with wordpress website-layout

The project I am working on is the website of my rowing club, where I work as a coach for kids. Here's the worpress page so far: [login to view URL] I am looking for freelancers who know what really is to do as I can't pay for trying out to do what is needed. There are two different types of work, first of all I need an animated flag and a header for the website. This could be done as a fixed price if you want to. The flag should look like this one (of course with our club-flag, see file attached): [login to view URL] >>> TASKS: Create animated flag (transparent + animated *gif) from existing graphic file(s), design header with name of rowing club for website and include flag there. I can supply you with *.eps, *.tiff The other tasks are help me with some things on the wordpress page. >>> The most important TASKS: 1) CSS: imageborder like on article-image, that can be added / set through the editor 2) Page design: I would like to have more contrast in the page, similar (but not too similar as HRC is rowing-club from same town) to the HRC Website >>> give 2-3 examples of design changes (background, borders between background and main page area) that give more contrast to the page Later on I for sure will need help on users administration as the members of the rowing club will be allowed to register to the website and should be administrated / managed,... Please reply with the amount the flag would be and how many hours you will need for the other work. Important: don't write sth. like: It will be 30 hrs needed, etc. as that only shows you either want to ripp me off or you are not the kind of expert I need for this work! THANKS for understanding!
