Create small program to map coordinates over an image

I am looking for someone to create a simple windows compatible software that allows me to upload a jpeg or png into in and a text file with a list of coordinates in it. For the output, I would like for it to automatically create a new image using the original image with a pin at each intersection of the coordinates and to create a rectangle or square out of each set of coordinates given on top of the original jpeg or png. The text file uploaded would be in a format similar to this: Box 1 - 0,0 28,28 Box 2 - 270,0 300,29 Box 3 - 530,0 560,30 Box 4 - 802,0 832,29 Box 5 - 0,366 30,396 Box 6 - 139,366 Box 7 - 169,396 I would like for it to ignore the key to the left in the text file and only use the coordinates after the hyphen (-). The example for this would be to cut and paste all of the above in and for it to just read and map and make the square out the coordinates at: 0,0 28,28
