consultation to determine if old defunct software for OS 9 mac can be created for OS 10

Hello there: would like to consult with expert in software development about what it would take to create an os 10 (mac) version of a now defunct (company out of business since around 1999) organizing software that only runs on OS 9. (If you have an older computer that runs OS 9, I can email you the software I think. It will not run on an Intel or on OS 10.4 or 10.5 or beta 10.6) I've put an outline of the software in an attachment (see below) I would like to know if it is possible to build this, and how long it might take and what estimated cost, and what I would need to provide to help this happen were I to go ahead with this.
