CSV file creater software

I am looking for a window based program to create a csv file for me. The csv file has 15 columns. Each column will have the same information in it, just each line will change by replacing/changing the dynamic keyword. Therefore cell A1 could be "doncaster mechanic" and A2 could be "ringwood mechanic". As you can see the first word will be the changed keyword per line. Column A, C, D and N will have dynamic keywords that will change. Column B will change by date and time. I would like to select haw many line I would like per day and the it will randomly create a time for that day. For example if I wanted 3 lines per day it may look like this: 2011-02-02 09:10:01 2011-02-02 13:52:59 2011-02-02 15:07:33 I will need to cut and past a large list of keyword so it I have a list of 100 keywords then I would product a 100 line csv file. The csv file will be separated with commas. Also the keywords can sometimes to multiple words. **I will need you to describe in your owns words what I am asking for if I am to take your bid seriously.**
