create a free prize draw page on my website

I'm looking for someone to create a simple page on my moonfruit web-builder site ([login to view URL]) that would allow people to answer one simple question and be entered into a free prize draw for a free photo-shoot. It would need to collect entrants email addresses and select a random winner on a particular day. It must follow UK guidelines and legal wording on free prize draw rules and regulations and data protection acts etc. It can be created outside of my website but it must also have links to my website, prefferably it would be a landing page on my site.
