Create CSS design for video chat. Fully responsive single page.

Hello! Description: I have a website (single page), with the programming done, but without design. I wish the design was similar to that site: [login to view URL] (only in video chat page). See the attached image (Picture_1). No vertical or horizontal scroll bars. Fully responsive (BOOTSTRAP) page (the design should fit perfectly on mobile, tablet and computer). This site has to work as the sample site. Based on the attached image (Picture_1): 1) Navbar fixed top: simple bootstrap navbar with buttons (only one button with tooltip box, I will clone after), without customization; 2) Text messages area: with the same functionalities. Accumulates messages but has a specified maximum height. Transparency effect equal to the sample site (see sample site). 3) My camera: programming already made. Need css to adjust the size, position, and a top bar with transparency effect and buttons (only one button with tooltip box, I will clone after). The buttons must have tipbox (see sample site) 4) Bar fixed bottom: simple fixed bottom bar, without customization; 5) Camera other side (friend): programming already made, working at 640x480. The video has to cover the whole area 5. I wish it was adjustable, with options: fill fit and stretch. See the attached image (Picture_2).
