Convert SWF Design into HTML/CSS Design

I already have a design for a website. I drew it in flash, so it's saved as an SWF. I am looking for a good web designer, to take my swf file and use the design I created to reproduce 6 x HTML pages so that I can use them as a template to build a site with. Also I want CSS used where possible to keep the pages fast loading and consistent. There is no content in the main body of the design. All pages have a header, footer and body.
