Hi, Since you have asked for SQL database, thus I am recommending MS SQL server 2008 R2 for the back end and ASP.net ( MVC 5) for the front end. This project would be big in terms of budget and amount of resources too those will work in this. However, the description is understood but it is too short to understand 500 hours work. You would like to make hourly bills ? I shall make one resource allocation sheet for you after the functions are discussed. there are many functions for which we need third party integration, thus those are need to be purchased from your end.
