Convert an existing template that uses mosty DIV into a template that uses TABLES

I have an already existing webpage design that needs to be converted to use either a different style or preferably tables. The reason is that the template expands correctly on browsers such as CHROME, FIREFOX, and IE 8+9 that supports the OVERFLOW style attribute. In IE7 Explorer, any div tag that has an explicit width and height WILL NOT show overflow. The workaround is that you set overflow to scrolling but this is NOT a good option. Requirements: ------------------------ - Design must be replicated 100% with the exception of the object labeled "DO NOT REPLACE" (see screenshot) - Must retain ALL HTML comments within the code of the application. These comments are placed for template creating. If this is an issue then DO NOT BID. The project is not complete without the retention of these comments.
