Design and customize a single web page with CSS

I need to upgrade the look of a single web page with graphical elements and formatted by customizing an existing style sheet without affecting any other page on the site which uses the stylesheet. It is a long but very simple HTM page (nothing but text, images, and some links). I use tables now to position some elements but the result is unprofessional. The main criteria is that I need a fast turnaround. As in yesterday. A good graphic design and fast turnaround will lead to more work. The attached file represents the old version of the page which is being updated with new content. But a freelancer can work on the design elements right away and I can provide updated content later today.
