Bootstrap theme for tablet-based mobile website

I need basically a template developed for a website that I'm building. I'd like it to look similar to this template:

which I already bought. I'm having trouble modifying the CSS of this theme to shrink the page down to the maximum width of whatever mobile device is viewing the page (in this case it's an iPad, but it could be any 7-inch tablet device).
I'd like the theme (again, can be the one I already bought as a basis) to have nice information and alert messages (modal), a left navigation sidebar (similar to the one in the template) which is fixed - no matter how far down the user has navigated on the page, I need the navigation sidebar to always be visible.
I need the site to be based on Bootstrap, HTML5, and jQuery. I basically just need a shell/template, and I will then go in and add all my content. I need the CSS to support jQuery Dialogs. I need to be able to add my content using the standard Bootstrap Grid system.
