Artistic Web Design

I need the theme of a website designed. I want the theme to be cartoonish and colorful with child like creatures appearing as if they are innocently messing with the site (pulling the on the name, taking jabs at the slide show...ect). I would like the color scheme to be gender neutral or blue heavy. the size of the design needs to be 1000pixels wide and 1600 pixels long. the sides and bottom of the design need to seamlessly fade into a single complimentary color. I've attached a template that can be used as a reference. You will see where the design will be covered by content and where I would like there to be certain words written. No logo is needed just the site name written at the top left of the page. The type of font used for the writing can be anything I just need it to fit the design. everything else is free reign.
