CSS / HTML - Smarty Template (Hooks) CS-Cart

Im running low on time to finish up a site and need a FLUENT ENGLISH SPEAKING freelancer to do some easy CSS/HTML work. Knowledge of CS-Cart or Smarty template engine is preferred. REQUIREMENTS: 1. SPEAK FLUENT ENGLISH 2. WORK US BUSINESS HOURS (CDT) 3. HAVE GOOGLE CHAT The work required is finishing up the homepage. I have all the images and the CSS layouts completed, I only need someone to assist in copying the code over to a tableless CSS and making modifications when needed. It needs to be CSS and HTML W3C compliant and work in IE6-8, Chrome, Firefox 2-3, and Mozilla.
