Contact List management (scrubbing to verify accuracy of email addresses)

We have a (2) list of 40,000 real estate agents in our city. The email addresses change frequently so we need to work with someone who has some type of software to scrub the list so that we do not have to have so many bounces when we launch the campaign. - To abstract current email addresses - remove duplicate email addresses - put in a excel sheet when completed
