Article Submission - Long Term For Right Person

I'm looking for a person or company to submit articles (which I will write - you woudl be responsible only for the submission) to article submission directories. This is a service I will require for several websites and for numerous articles on a regular basis per site. Initially and until further notice we will be starting with one article for one website. As such, I'm looking for someone who is responsive, can work quickly for a reasonable rate and is looking (and, therefore, willing to put the effort into) a long term working relationship. A prime example would be accepting the project once we have secured details - a failure to do so will lead to me selecting another provider. In your bid please provide me with the following details: 1 - Whether you have details of any article directories? 2 - If so, how many? 3 - Do you have any details of niche directories? 4 - Your bid total should be the cost to submit one article to 100 directories but please also provide me a price for submitting to only 50 directories. 5 - The amount of time it will take to submit to 100 and to 50 directories. Again, your bid should be the total for 100 directories. There should be no reason whatsoever for placeholder bids and any bids without the above information will be ignored, binned, burned, recycled and completely disregarded.
