bat or vbs script for sfv/par2 automation

I want a .bat or .vbs file that accepts a /directory as input and will perform the following for all subdirectories:
1. verify the .sfv file in that subdirectory
-- if 100% verified: It creates a par2 set for ALL files in that directory (including the .sfv file). Then moves the entire subdirectory into a directory named "/complete"
-- if there are sfv errors: It moves the entire subdirectory into a directory named "/incomplete" instead
2. repeat the above for all remaining subdirectories
the par2 filename should be the same as the sfv filename
the par2 should have 10% redudancy, blocksize = 768,000
there are a number of commandline programs to help with this, ie [login to view URL] and [login to view URL]
