Command that will kill any process running on pc

Bid only if you have experience in Visual Basic programming, and you have experience with Windows Security. I need code that will terminate any running process on PC. It can be API, with DLL, or anything, just it need to work and don't prompt anything on computer beside program that start it. Code need to kill even processes that have top privileges. When you run "taskkill /F /IM [login to view URL]" in CMD for this programs you will get this error: ERROR: The process "[login to view URL]" with PID 777 could not be terminated.
