It can be professionaly done just the way you are describing it, but it's a lot of work. It's quite a few hours of work here, the least I can do it for is 200, and that's already stretching it thin. Otherwise there are a lot of people here from India, Bangladesh and Pakistan who can do it for less, but they won't be the quality of the video will suffer, a lot.
