Create an AutoFollow Tool for Twitter

Hello: I am looking for someone who can create a Web Based auto follow tool for Twitter; similar to Twollow.com. I plan to build a website around the tool; however, this project is just for the actual script that will allow people to auto follow others on twitter (not the web design). The tool will be able to: - Allow users to automatically follow other Twitter users based on keywords entered. - Automatically send a direct email/message when someone follows them. - Users will need to register on my website with name and email to access the tool. At that point, they will need to enter twitter username, keywords to autofollow, and direct email message to be sent when someone follows them. The tool should be programmed to interact with Twitter as necessary to accomplish the above. Please submit bids and time frame required to complete. Thanks!
