Cheat / Free Game Desktop Software

Im looking for a PC Desktop software to be built that will allow the user to search a cheats database and find cheats on certain games, the software will also display news and game downloads. We need to be able to update the cheats and game downloads by an admin panel. Im looking for coders that enjoy coding and have a vision for this software the ideas I listed above are ONLY a draft im looking for a state of the art desktop software that will be a major player in cheats/gamedownload software.
