Create Script for read csv and send email

I need a script created (either python, bash, shell, etc.) that will read a CSV file and email that data in an html format. Any guidance is suggested. This is running on an ubuntu 12 server, but as long as it works on Linux it should be fine.
I can provide CSV file if needed, but it is just a basic CSV with comma delimiters.
Needs an IF Statement in it. If a certain column has a certain variable, then ignore. Otherwise include in the email being sent.
