Create Android app with low latency video capture/display

I am looking for someone to write a proof-of-concept program that will run on one of the latest generation of Android devices with USB 3.0 support. The app will initially be developed on the Nvidia Shield TV device (one of the few Android devices with USB 3.0) . The goal is to display uncompressed HD video (1080p 30hz) on the Android tablet screen with VERY LOW latency. No saving of the video is required, only display. UVC compliant video capture hardware brings in video to the USB3.0 port on the Android device and the data for one frame is available over USB as soon as each frame of video is received. This means that with 30hz video there is already a delay of 33ms before the video is available via USB. I need the 1080p video displayed within 25ms of the video data being available. Total latency observed when using display lag testing hardware was about 130ms. Epiphan also make a non-UVC capture card (DVI2USB3.0) with an SDK available for writing a custom driver.
