Client/Server traffic encryption software

Hello, we need professional developer who can develop software which will encrypt traffic of .torrent clients (uTorrent as an example), create SSH tunnel and send it to our servers through local proxy and SSH tunnel. We already have old version but we need new one, more stable. Software should work with Mac/Win platform. We will also need support of this software in future(payment will be discussed) We already have requirements specification but you can offer better way how to realise it. Budjet we set can be changed and anyway we will choose best person who have experience in similar works (Client/Server software, encryption software).
