Build a Windows VB or .NET app to manage an XML file containing lists of properties

I have a very large XML file that contains a series of sites. Each site contains it's own property sets. I need a graphical application that can do the following - Contain a list of property files that the user can select from, add, or remove. - list all properties currently in the file - allow the user to remove a property (with confirmation prompt where the user must enter "I CONFIRM I WISH TO DELETE THIS SITE") - allow the user to add a new property (with requirement for each value as all values are mandatory) There are two lines at the start of the file that must be kept and the final closing </PropertySettings> must also be kept.
