Automatically Copy and Rename a group of files (desktopWinXP,Vista,WIN7)

There is a group of *.txt files in a directory. The software to be developed must copy all these txt files to the same directory but change names of all txt files as follows (by the way of example): Existing files: [login to view URL]; [login to view URL]; ...; [login to view URL] [quantity of txt files could vary] [login to view URL] to be copied to [login to view URL] [login to view URL] to be copied to [login to view URL] etc Note: 02.15.13 is the date [login to view URL] was created [not modified]. 02.21.13 is the date [login to view URL] file was created. The date in the format [login to view URL] Note: ABC is an optional user tag. This tag is the same for all csv files. Note: all csv files must have the same content as corresponding original txt files. Finally, after all csv files are created, the first row in all csv files must be automatically deleted. Attachments: an example of the UI is attached, an original txt file and the corresponding csv file. Deliverables: entirely working bug-free and virus(etc.)-free software and the corresponding source code. The software must work in desktop -WinXP, Vista,WIN7, and WIN8 environment. Note: since it is quite a simple software to be developed, in the event the freelancer would deliver a software which has a bug (or bugs) and/or the software would not be delivered on time and/or the software would not work entirely as described above, then the project will be cancelled and the freelancer will not be paid at all for this project.
