Application Developer needed for Image Management Tool

Application Developer needed for Image Management Tool/Application. I need a developer to create an Image Management Tool/Application. The application needs to run on local machines and able to work through company internal network system. It will require a User Name and Serial Number to setup/install. This should be a small application, with minimal setup/installation and use minimal system resources. Application will be used to organize, manage and sharing of icons within a development environment.
