Hi, not sure what the scope of your application is, so my bid here is very tentative; I need more requirements to provide a meaningful estimate. I have written multiple programs to TCP/IP API before, using C, C++, Perl and Java. I also program in various more web-oriented languages and frameworks, but that's beside the point for you.
