I went through the document provided by you. While we can surely have further discussions on this, my initial thoughts is that move forward with a .Net winforms based application written using languages like VB.Net or C#.Net. This Winforms application will connect to a central located SQL Server i.e. all users will be connecting to single instance of SQL Server and each user do not need a SQL Server on local machine.
