Create a PC locker with HTML Content

I need a builder that can create PE BIN's with PC locking capabilities.
Start-up must be enabled for the locker.(must also start in safe mode)
User should be unable to close the locker, nor access any program. No ALT+TAB, no CTR+ALT+DEL and so on.
Builder is to create the BIN with custom HTML inserted that will be displayed to the user.
Unlocking should be triggered on password entry or on form filling or other method.
Only native coding, no dependencies!
