Custom Database for Product Development

I am looking for someone to take an excel tab delimited file and create a database for me to use offline based on the fields in that file to make adding products to my website easier. I want to be able to create products offline and upload them from this file. If you have questions please ask, as i dont know if i have explained this fully. A good example of something like what i am looking for is Andale Lister Pro.
