Automated whois script

I am looking for someone that can make a program that will take a list of domain names and query whois and copy the info into a spread sheet for later use. I know that whois limites the amount of querys so i would need it to change IP address every couple of querys. Also wondering if you would be able to add a function to the program that would take the e-mail address and send out a automated e-mail.
