Add STATE pages to website

We are looking for someone to add 50 pages to our site. 1 for each state. The content will be identical except replacing the name of the state on each page in 2 places. In the title and the fist sentence. Everything else will be the same. We also need someone to add a list of the names in the footer of the page and have them linked to the inner state page for SEO purposes.
