Fiber Optic business plan.

Hi i am in urgent need to get a proffesional business plan for a Fiber Optic. In order to explain further the fiber optic cable will be installed from Djibouti as the ceter point to Bosaso Somalia please check Bosaso location at [login to view URL] There are 3 Mobile operators in Bosaso and they are also acquirirng to get the licence for the Fiber optic in fierce competition between them. So our Company SOM-COM would like to take over the cable and provide the 3 Mobile operators a relaible and non monopoly cometition for them so they can all enjoy the service from Neutral company like us. So we need to convince the Djibouti Telecom that SOM-COM is the best option because of the Nuetrialy and the Fairness between it holds so every company will be happy.
