As per your requirements this cannot be done via a software, it requires a server for it a lot many softwares. 1. Policy based email delivery (user/domain/ip) 2. Scanning every mails and creating a report 3. Create a webmail support but restrict unauthorized access with some tool like captcha, etc 4. Prevent unauthorized access to the server and ban ip if required(automatically) 5. Install control panels to manage the entire stuff 6. Monitor various services, automatically resume/restore in case of any issue. 7. Clear server ram and swap memory at regular intervals 8. hide the server control panel and ssh access from unauthorized users 9. permission management! do you need anything else?
