Adobe Illustrator Action/Automation needed

I need an action/automation made for Adobe Illustrator. The action will create a cut line for us to use with a large format printer/cutter. We need to: 1- take a high res jpg, open it in Illustrator 2- re-size the photo to a predetermined size 3- Make a clipping mask 4- Add TWO strokes/cut lines. One cut line is just inside the image boundaries, the other goes 1/4 inch outside the image boundaries. 5- The stroke needs to be a spot color, and be named "CutContour', exactly. 6- The CutContour swatch color needs to be saved and work when the automation runs. The problem we have faced is that the automation runs, but the CutContour swatch is not applied and saved. When we open the files, we see the stroke, but the saved swatch has not also been saved. Can you help? We have all the steps written out. This is not more than 30 minutes of work.
