Convert P2V Webcam Shutter Button Signal to F4 Keystroke

Good day,

I'm working with the IPEVO P2V webcam. It has a shutter button on the camera itself. Right now, when you press the shutter button on the camera, it saves the image through the IPEVO P2V software (see .exe file attached).

But I have another program I want to use with the IPEVO P2V webcam, so that when you hit the shutter button it saves to MY program, without the IPEVO P2V software getting in the way. The way I would like this done is by having the shutter button trigger an F4 keystroke in the program I'm using.

Details:

1. When you hit the shutter button on the P2V webcam itself, it triggers an F4 keystroke on the computer.

2. When the F4 keystroke is triggered, the keystroke must register in the program that's open at the time, without reverting to the IPEVO .exe program.

3. The IPEVO .exe program must remain closed, or at least running in the background only.

OS: Must work in Windows XP, Vista, and 7

If you're interested, please explain to me 1) How you will do this, 2) How long you think it will take, and 3) What is the longest time you will to respond to a message. I've had a string of bad experiences with missed deadlines and unanswered messages.
