cached whois and preview functions

We are seeking a PHP coder for the following project:- 1) A whois function using RoboWhois API 2) A website preview function using Shrink the Web API 3) both functions in a single file (to be include'd within project files) 4) Both functions utilising a caching system Further specifications will be provided to interested parties. Milestones are not to exceed 50% of the project value. We have a very small budget for this project due to the project being small, please do not bid silly amounts, they will only be hidden/rejected. Please no dishonest freelancers who demand a tip equal to that of the project value claiming to have done more work than initially requested. No automated bids. No place holder bids - the project is for two basic functions for the mentioned API - its not going to vary in complexity. We require a preview on your hosting prior to releasing funds. We require you to confirm the detailed specifications before commencing work and project award.
