Complete a PHP site that is 95% complete

I commissioned a PHP designer to create a job application cart (basically, it's like a shopping cart where the visitor can apply for jobs) from GetAFreelancer in October 2007. The site runs off a MySQL database.

He's done a wonderful job – about 95% complete – but he's dragging his feet and we're now in February 2008 (he originally told me 1 week - even with the amendments I asked him to make – this project has severely overrun past my deadline) and he has not completed the final parts.

He doesn't reply to my e-mails so I don't know how close he is to finishing – assuming he's even working on it (I've already paid him 75% of the agreed fee).

I'm tired of waiting as this delay is costing me time and money. Without the completed database section I have to manually add jobs to my clients website for free and have agreed to do so until the PHP section is completed.

I am therefore looking for someone to complete the remaining parts of this assignment for me within the next 7 days.

I will only pay the agreed fee once the work is done to my satisfaction. If you're unhappy with this arrangement, then please do not apply.

Also and this is not a false promise, if you're good, I will retain your services as I will need you to make further amendments to this project for two separate websites I need made (for myself).

So here's what I need done:

1) Under the admin section of the site: When adding jobs or new categories to the database, the jobs and categories are listed on the website automatically in alphabetical or numerical order. I DO NOT WANT THIS.

What I want is to have total control over the order that categories or jobs are shown on the website. Currently they are arranged in alphabetical/numerical order. I want to have control over this. Maybe I want it in alphabetical order or maybe I want them in order of most recent additions. May be I just want them arranged in order of importance.

2) Currently when someone applies for a job, the attached CV comes to me in an e-mail and is saved to the web server in a folder called "upload". I want to remove the function that uploads the CV to the "upload" folder. It is not necessary as I receive the CV in the e-mail.

3) When the applicant submits the form and sends the CV to me, he can also choose to receive a copy of the form results. I want to add a paragraph of text to this e-mail. I am trying to do this myself so you might not need to do this.

4) There may be some other minor changes I will ask you to make but the above points are the BIG changes.

If you can make these changes, I will send you all the relevant files and instructions.

I am an honest employer and will pay you for your work. As I said, the previous guy has done a good job but his inability to complete the project has cost me both time and money. As a result, I will not be paying him the final 25%. If you believe I'm being unfair, then again, please do not apply for this project. I'm honest and very patient but I have my limits.
