Build a database and a website to access (with different access levels)

I am a PostgreSQL DBA and Programmer. I also have extensive experience programming in PHP. I can do this project. But without more information, I can not bid it fairly. In order to tell you how much it will really cost, and how long it will take, I need to see the database schema, and the approximate record count for each table. I also need to see something documenting the types of queries you run on the Access DB, and what you want to be able to do on the Web interface, going forward. A mock-up or description of what you what the pages of the Web front end to look like would be helpful as well. Thank you for your time in responding to these questions. Tom
