cost compare and file upload site

I am interested in a new e commerce site that is similiar to what is achieved in the travel industry.? The site has to be simple to use but eye catching.? I wish to accomplish the following.? The site will provide the demographic I am after with a quick grid comparison of costs, the ability to select the business they wish to send the work to make payment via a credit card and upload their necessary documents and email the company receiving that they can log in and receive the work.? ## Deliverables I am not in a rush to get this out of course I would love to have it as quickly as possible but? have to be very careful of the Money that goes into it.? I am open to the project being completed in steps and payments as we hit milestones.? if this is the scenario elected I would (as a non programmer) need to have the work in a form that I can understand what has been done so far.? ? A NDA is neccessary for this project if? I missed it being in the list earlier.
