Custom Joomla Template created from Website

I require a Joomla Template constructed that matches the website [login to view URL] Homepage will match identically, with the gallery (no flash please) and lower boxes as modules or classes that can be turned on or off (but when off, must not take up empty frame space on the page). For general content, I'd like to mimic the page: [login to view URL], with the submenu available as a menu module (see [login to view URL]). All modules must be clearly named as to their purpose and position. The template should be installable through the joomla installer, and must be compatible with Joomla 1.6
