Wordpress plugin for lottery / raffle / giveaway

I'm looking for a PHP / Wordpress professionnal to build a plugin that will allow me to run lottery on a website.

Basically, the wordpress plugin is to enable a website to allow people to :

- register to the web site

- run lottery / Lotteries contests

- play multiple times by doing some special actions

- attribute a game number each time a user plays a game (for the same game, a user can play many time, depending of if he has the right to do so)

- invite their friends, to like the Facebook pages, to follow the account on Twitter, etc.

- know if they have win

- be notify with their wins

In the same time, the plugin allows administrator to :

- Create and modify a game (beginning and ending date – YY-MM-DD / HH:MM:ss)

- Determine which company will offer the prizes

- Duplicate a game (title, description, beginning/ending date, limit of players, limit of winners)

- Limit the number of users who can play to each lottery (ZERO means no limit)

- Determine how many winners per game

- Determine if the game is free or not (and how much are the fees to participate)

- Manually create / modify or delete users

Play process :

The plugin must use the custom post types and custom taxonomies of Wordpress. It should require no core modification of wordpress, and should be deactivate as others plugins.
