Create a Wordpress Template based on an existing php site

I want to move an existing hard coded, simple PHP site to Wordpress. The site is [login to view URL] The job consists of creating a Wordpress Template, which mirrors the existing design. The primary and secondary navigation should make use of the Wordpress Menu Bars The post area should be formatted like the pages that come up, when selecting pages from the left hand menu. This means, a post has an small, long image on the left side and content to the right of the image. I need a post template to reflect this design. The pages that show when selecting pages from the top menu bar will be static pages. I thus only need a blank page template and will create those pages myself. If you can create a template that also works well on mobile devices, this would be a nice plus but it is not a must have requirement.
