C# 2.0 Image plugin library solution

I need a solution on how to build a pluing library for an image and video application. The plugin should work very much like you see on ACDSEE , Photoshop, Fireworks etc solutions where you can drop plugins in a plugin folder and the application fetch the plugin at startup, The solution should generally work so it is very simple to work with multiple image formats in an application so the coder shouldnt be concerned with what format that are beeing processed in the application. The solution should be build as a control for VS 2003/2005 for use with multiple applications in the future. With the initial plugin solution I need the solution to be working with the following file extentions. RS, LWF, LDF, BMP, EMF, GIF, JPEG, JPG, PCX, PNG, TGA, TIFF, WMF, XBM, XPM, SGI, RAS, PSP, PSD, PBM, PGM, PPM, PIX, PICT, PIC, PCD, MPG, MAG, KDC, IFF, ICO, ICN, FPX, TIF, EPS, DJVU, AVI, ART. the coder should be an experienced developer with some history at RAC and above 8 in rating. The coder should also be available for future plugin development is possible. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
