App that receives txt file and converts to XHTML file, then sends vis SMTP

Looking for an application that can receive a .DAT txt file from a data logger and process it.? Needs to be able to parse the data and convert it into an xhtml file with a specified format.? Then needs to save the file and send a copy of it via SMTP email with a specific subject and address.? All of this needs to be recorded in a database and be able to show the transaction record in some sort of a display window. Most likely the .DAT file will be received over IP and placed into a folder on a windows based server.? The application needs to monitor this folder for any change which will happen frequently.? When it recognizes the end of the new file creation, the app needs to read thru the file and extract the pertinent data and create a specifically formatted XHTML file.? Then it needs to package up the XHTML file and send it to a specific email address with a specific subject line? via a locally hosted SMTP server. I am looking for this to be a windows based application that can be easily customized thru a user friendly GUI, want to be able to easily change the email component to allow ease of use in directing the XHTML file. Also need to create an installer package and have it use a Serial number to install.
