an overlay window

I have a website that offer an educational learning service. when that service is launched I want it to show in a new overlay window on top of the website. It needs to have the following conditions: 1- the background of the new window will have a semi-transparent background so that we can still see through the main site 2- the window will be 1000x600 of size 3- the window will have 2 small windows 320x240 stacked vertically and a big window of width = 700 4- the window will have a close x button at the left top, a minimize button (this will hide it) and a rate button tab 5- when the rate button tab is clicked, a new small window (400x200) will drop from the top on top of the right big window. This window is modal, and we need to close it by clicking on a submit or cancel button. Please see attached pictures. The background need to have white/light blue backgrounds and borders and the overall work needs to look good, with borders and professional. The second picture show a transparent background and a menu at the top. The code should be light not a lot javascript or jquery so that it can load quickly.
