content website development - repost

Hi, am Tom and i represent a content provision company. we need a website to manage distribution(to our writers) and submission of articles (to us). This is repost since the first guy who took the job didn't understand what was expected of him. so make sure you can handle both design and development. The main requirements for this website are: 1. a bulletin board 2. a countdown timer for each job 3. individual open order pages for each user(these will only display what the user has chosen) 4. a payment report section showing the earnings of each user.... since the project might be too complicated we'd like to work stage by stage. for stage one the bulletin board and the timer must be developed. i have attached the full description to help you understand better what i need. i'll expect samples of projects related to this type of work. i will also want you to give two cost estimates; 1. for the full project 2. skeleton site which can start functioning immediately as we add more advanced features.(first stage) Thank you for taking time to review the project. am open to any suggestions at this time.
