a border box with a bow or balloons

on my blog I have a section on the bottom right called It's your birthday". Please take a look at: [login to view URL] and look to the right side below, right now it just list names of people who birthday it is. I want to create a nice border box with a birthday design that will contain two stories on two celebrites who birthday it is. I want someone to create a nice fancy border, maybe with a bow or balloons design. In this border box we will have two stories about the celebrities who birthday it is. Is there a plugin that can generate the birthday stories? or will I just have to hire a researcher, writer to research and write the two birthday stories and upload it. And this should be done on the homepage only.
