A Rate This Website

I need someone to create a site from templates and CSS are already created, the look and feel is already to go and the icon and logo and webspace it ready to go, it is a rating website, where user can log in and rate videos and music and organise into sections and catorgrise comment and share with friends, it is a very simple interface, simplicity being the key to the whole project, the person needed to work on this must have good knowledge of building database driven sites, and be able to make it look slick and sophistocated with the use of java or scripts, this site is going to be starting off small with room for extra development as it progresses as a project. I need someone who I can talk through how the interface will work and liase with me on the development of the site. I am open to someone suggesting a change in the original design and CSS, if it will benefit the sites navigation and user experience.
