Convert a Template to a Website

I am looking for a freelance developer to work with long-term. I am a freelance designer and quite regularly acquire work for website designs.
My process would involve providing you with a design in Photoshop. This could be just a desktop home page and content page or it could have detailed layouts at 4 different breakpoints – it would really depend on the job.
If you think you would be a good fit for me, I would like to set up a skype call to determine if that is the case.
I have selected this as a small project but this initial job would be at the lower end of that budget.
